@nate: The fact that you can get correct time zone rules out hardware issue. From the json output, it looks like you have not selected to use weather algorithm (uwt:0). To enable weather data, you need to select to use either the Zimmerman algorithm, or auto rain delay algorithm. You can set this by going to Edit Options -> Weather and Sensors -> Weather Adjustment Method.
