Are you running the OpenSprinkler Unified Firmware? From your version number (3.1.46) it looks like you are running a third-party firmware (the OpenSprinkler Unified Firmware is currently at 2.1.6). The manual command is part of the unified firmware feature. Third-party firmware may also support it but I don’t know for sure.
