The LED is connected to the 5V pin of RPi, so as long as RPi is plugged into OSPi, whenever RPi is powered, the LED will light up.

If you unplug OSPi from RPi, the red LED should remain off (even if you plug in 24VAC orange terminal block).

Hope this makes sense.
