@skynet, unfortunately, I don’t have experience of installing WeeWX on Synology. As a wild guess I would suggest trying pip install configob. But I fear you might get “pip: unrecognized command”!
You might want to try the WeeWX google forums as I have seen some threads about Synology installations before. If you do manage to get past this obstacle then happy to help with the other steps.
