Sorry I misread your post. When you did the voltage test, did you power the circuit from 24V AC, or did you use a USB cable to power the RPi directly? If you’ve powered it with 24V AC, that means 24V AC is present on the board, it must be that a PCB trace from the terminal block to the COM wire is broken or something.
