As I understand it the current Opensprinkler 2.1 does not support automatic rain delay from the internet weather feed, however OSRPi 1.4 does. Is that correct?
Are there any plans to add this feature to Opensprinkler 2.1?
Indeed OSPi supports weather-based control. Support for OpenSprinkler 2.1 is also being planned. The difference is that OpenSprinkler 2.1 is based on microcontroller which doesn’t have the capability to process weather data directly, so it will need to go through a cloud server that parses the weather data and returns simplified data to the controller.

Would it be something that could be implemented with mobile phones processing the data and pushing the changeinfo to the device?
This is actually already complete for the upcoming firmware (2.1.0). This should be released soon after more testing is completed.
