The master valves are currently associated at per-station level, not at per-program level.
However, you can achieve per-program level master valve by not setting a master valve, and instead set its station as a standard station but in ‘parallel’ mode (turn off ‘sequential’ flag). Then schedule that station in a program and it essentially achieves a master valve.
