Re-ordering Program Arrows

how do i get the re-ordering of program names to work using the arrow button?

if i click the up arrow at the end of the program list, all it does is over write the program above.
ie: programs “name 1”, “name 2”, “name 3”, “name 4”, and i click the arrow on “name 4” as i want to move it up the list,
i end up with “name 1”, “name 2”, “name 4”, “name 4”, it has just copied it up and over written “name 3”.
was expecting “name 1”, “name 2”, “name 4”, “name 3”, then if i click again “name 1”, “name 4”, “name 2”, “name 3”

the copy button works as in that it creates a new program with the same settings and then i just add a new name and save.

is this a known re-ordering bug or am i not understanding the function correctly?
