COntrol via bluetooth? Cell?

This may be a really stupid question. I do not have wifi out where I want to control a hydroponics chamber. I would love to be able to control it with my smart phone when I get out there (and not just the LCD screen). If I can’t get wifi out that far, can a Bluetooth connection be used? Or… is there a way to use a cell connection?

Can you install a cheap router there? It doesn’t need to have Internet connection at all, it’s just to create a local network that both opensprinkler and your phone can connect to.
