    I get about 27V ac out of the board valve lines when they are On.
    When they I off I measure about 5V AC on all of the outputs.

    Is this correct?
    Shouldn’t it be zero?

    This is on a Pi board

    That is just stray voltage and it’s not capable of driving any actual load.
