Confused with weather adjustment

I’ve set up a weather underground API key, verified, and checked “use adjustment” on my schedule.

Basically, I need to get at least an inch of water on my lawn per week. If it rains in my area I don’t need to run my sprinklers.

I have a schedule set up for twice a week, 30 minutes per zone.

However, last week it rained like 4+ inches and it still ran all my zones for full amount of time.

What exactly does the weather adjustment do? How do I get it to only run if the last week on average has been less than an inch?

Did you select a ‘Weather Adjustment Method’? The default is manual at 100%. Make sure you select either the Zimmermand algorithm, or Auto Rain Delay.
