    I removed the PTC fuse from the OSPi board as discussed in another post about power issues with the RPi3. I noticed when I had the Pi powered using its USB power supply, but did not have power supplied to the OSPi, that the LED on the OSPi was red. I then disconnected the Pi power supply and connected the transformer power to the OSPi. The OSPi LED did not illuminate. Does any one have any ideas about what the problem could be?

    The LED is connected to the 5V pin of RPi, so as long as RPi is plugged into OSPi, whenever RPi is powered, the LED will light up.

    If you unplug OSPi from RPi, the red LED should remain off (even if you plug in 24VAC orange terminal block).

    Hope this makes sense.
