Pi3 boot opens all relays

Hi All,
My issue is pretty simple.
When I connect my Ospi to 24VAC port it turns on fine. Green power LED is on, the voltage between COM and station ports is 0 Volt. As expected. No actual raspi connected at this moment.

When I connect my Pi3 as well the green LED is fine. Pi boots up. COM and station ports voltage is fine. But after booting up the Pi ALL terminals gets 24V immediately. Like all gpio ports would go on at the same time.

Spent an hour to trace down the issue. Anyone seen such phenomena?

Managed to resolve by reinstalling Pi3 completely including Linux.
