Tablet excluded from PlayStore download

I am unable to download or even find OpenSprinkler app on PlayStore with the HiSense device.  It is  running kernel 3.0.36 and android version 4.4.2
When I attempt to download app I get the following:
This app is compatible with some of your devices.
HiSense tablet 7″  –  excluded
Samsung cellphone  – compatible
Toshiba tablet 10″  – compatible
The tablet is a HiSense E2281 with the following specs:

• 1.6GHz Cortex A9 Quad-Core processor
• 1GB DDR2 of system memory
• 8.0″ touchscreen, 1280 x 800 resolution
• Android tablet PC with built-in 802.11b/g/n WiFi and Bluetooth v3.0

Any suggestions would be appreciated.

The reason for this is because your device doesn’t have GPS and the app can use GPS to help you find a nearby weather station. I thought I fixed this in 1.4.1 but clearly it didn’t work. I am going to look into this and get back to you.
